The Windowsinstaller-KB884016-V2-X86[1]-exe file is linked to missing export NTDLL.DLL:NT open process token

Links work much better without embedded line breaks

At any rate, that poster was using Win98 - SFC isn't actually in WinME (of course) - but files may be extracted from the CD using that Windows version's msconfig feature: 'extract a file'

I don't believe the two situations are comparable, as the file in question (KB884016-V2-X86[1]-exe)is not from the ME installation disk

It does sound like an incompatible version though:

KB884016-V2-X86.exe

Windows Installer 3.0 Redistributable Genuine Windows download

System Requirements

* Supported Operating Systems: Windows 2000 Service Pack 3; Windows 2000 Service Pack 4; Windows Server 2003; Windows XP; Windows XP Service Pack 1

Version 2 of the Windows Installer is more appropriate for WinME
