Ever since installing a Windows ME upgrade to Windows 95 I have the following problem: Immediately after starup, resources are at 73% and processor utilization at 62%. After about 1 hour the cursor gradually gets jumpy and sound "stutters" and eventually ME restarts on its own. Resources & utilization change little over this period, except the utilization plot develops "spikes".

You may need a new mouse driver. My Miscosoft Intellimouse Optical (a year ago) didn't even come with WinMe compatible software! If you don't have an optical mouse, get one; they reasonably cheap now, and so much better than a ball mouse.

There are tons of posts on this forum about system resources and memory use, management, leaks, etc.

Do NOT use Norton's System Doctor.

The problem is not just with the mouse, but with all system processes. For instance, with game graphics, there are pauses, and, as I said earlier, the system sounds "stutter" and the processor time spikes up to 100% usage. System resources don't get reduced significantly. The problem seems to be with something causing random spikes in processor time, eventually causing the system to die and restart. I do have an optical mouse. The problems don't occur immediately after restart, but gradually get worse over several hours.

system stats & setup would be helpfull
sounds like lack of horsepower
but how would one know?
try jump starting(restart) every 100 miles
to free up some resources
