Me normal start up gives me a green screen that reads as follows:
Windows
An error has occurred. Press enter to return to Windows or Ctrl-Alt-Del to restart
Error: OE: 0028: C00120EA
That's all it says. Hitting 'Enter' only results in a black screen w/ a flashing prompt, like Dos except there's no drive prompt. It will go into Safe mode fine.
I've tried to restore, both through the safe Restore command and via Dos command. The last one I did came back and said it was restored , I still get the same result.
Have tried scandisk, have tried the following MS troubleshooting hints > selective boot up answering No to everything after "Load drivers", turned off everything but vnetsup, ndis, vnetbios and vredir, also checked for errors under the System.ini Start up tab and found none. All of the things made no difference.
About the only hints I could find at all as to what's going on I found in the IOS.log. It said Block driver controlling 04 units Driver name: IO.sys
I also sfplog.txt and it have several Critical errors showing- mostly "could not install catalog. Certificate not trusted. ". I suspect the back up file it's trying to pull up may be bad too.
MS website said the next thing to do is take the IOSUBSYS and move everything prior to 6/28/2000 to a desktop folder I'm suppose to name Tempvxds and then do a restart. The problem is it may write over existing nonsystem files on bootup. I was trying to avoid that if I could.
I was going to move my doc's and some other files to a usb flash drive. While the jump drive shows up in the device manager, sorry to say windows explorer doesn't see it so I can't drag/drop them as I'd hoped.
Any help would be appreciated.

I had this problem on a HP Pavilion running ME version 4.90.3000 build 3000. I found a solution on this forum which used registry restore:
click start
click accessories
click MS-DOS prompttype:
CD\windows\command ---then enterthen type scanreg /restore----then enter (there's a space between scanreg
and the forward slash)there should be a choice of registries........choose one that says "started"
restart computer
