ME Shutdown w/ USB

I was helping a guy over the phone tech his IBM computer. His computer shut down find except for when he had a usb device plugged in. He has tried a dsl modem, joystick of some sort, and a wireless mouse. They all did the same thing. It goes to the screen saying the computer is safe to shut down (which usually stays for an instant, then the machine turns off) but the message is kinda smeared, it just has orange and black bars. Is there a patch for ME w/ this sort of USB problem??? We reinstalled the usb drivers and that didn't help, we played in the bios, no help. Any help would be appreciated.
