ME only starts in step by step

Heres the deal: I upgraded a win98 into ME. It nows freezes on a black screen when booting but it boots in safe mode. Nothing major so far but here is the kicker: When I start in in step by step confirmation, it boots fine!?!?

i meant to say it boots fine in safe mode and step by step. Freezes in normal mode.

When you boot in Step by Step Confirmation, is there an item or items that you do not permit to run that results to normal booting? if that's tha case. run sysedit and edit the one that giving the conflicts. reboot after. goodluck!
