Making Boot Disk w/o Floppy Drive

Does anyone have any idea how to make an ME boot disk on CD-ROM instead of floppy?
My laptop doesn't have a floppy drive, only a CD-ROM drive.
I went to www.bootdisk.com and didn't see an option there for a CD-ROM boot disk. I downloaded the WIN ME OEM boot disk file on another computer, wrote the file to a floppy and then copied the contents to a CD-ROM. Unfortunately, I can't get the computer to boot to ME with this CD-ROM.
Am I missing something? Does anyone have a solution?
