Making 1 .bmp out of 4

CPU/Ram: Pentuim/64 meg

This might be a dumb question...but I need to take 4 pictures and just make them one square and save it as a .bmp or .jpg...what program can I use to do this??? I've done it so many times before and I can't for the life of me remember how I did it..please help

copy them each individually and paste them into Paint.
