Low system resources

My computer is running at between 25-75% system resources 75 at best, if I open control panel it goes down to 35. Then says there is not enough memory to open system. I have ran spybot, adaware, stinger etc. and nothing comes up. Even if I close down background apps no change. Any ideas or am I looking at formatting the hard drive?

System resources at 75% would be normal and quit good for most systems. Dropping below 45% would be a problem. Just opening Control Panel causing them to drop that much could represent a serious problem. That could suggest a corrupted ShellIconCache problem.
Try booting into Safe Mode once, running the System Tools - Disk CleanUp utility and then rebooting into normal mode and see how much that helped, as it should rebuild a number of temporary work files like ShellIconCache.
You need to remove some of the programs being started in your startup list, and check for ADware/Spyware as they could be causing the problem.
