My computer is running at between 25-75% system resources 75 at best, if I open control panel it goes down to 35. Then says there is not enough memory to open system.
I have ran spybot, adaware, stinger etc. and nothing comes up. Even if I close down background apps no change.
Any ideas or am I looking at formatting the hard drive? Thanks

System resources at 75% would be normal and quit good for most systems. Dropping below 45% would be a problem. Just opening Control Panel causing them to drop that much could represent a serious problem. That could suggest a corrupted ShellIconCache problem.
Try booting into Safe Mode once, running the System Tools - Disk CleanUp utility and then rebooting into normal mode and see how much that helped, as it should rebuild a number of temporary work files like ShellIconCache.
You need to remove some of the programs being started in your startup list, and check for ADware/Spyware as they could be causing the problem.
See page on cleaning up your system and take special note of the links on System Resources so that you understand what they are and what effects them.
