Do you get a desktop if you boot into safe mode?
To boot into safe mode:
Upon bootup, after the POST(the memory test and the *beep*), start tapping on the F8 key over and over again.
When you get the menu, choose #3 safe mode.If you get a desktop in safe mode without error, let us know.

Kor - You may need to do a few things here...
Is it possible that you deleted explorer.exe from the c:\windows folder(assuming, of course that WinME is on the c: drive)? If this is the case, you might have to reextract a copy from DOS.
To do this:
Boot with an ME or 98 boot disk.
If you do not have one you can download one at bootdisk.com.
Choose without cd rom support.
At the a:\> prompt type "ext.exe"
The cabinet files should be located in c:\winodows\options\install.
The file you want to extract is explorer.exe
You want to put it in C:\windows.
Confirm the information and say yes.The extract utility will comb through the cabinet files and reextract a copy of explorer.exe. It may ask you to confirm overwrite. If that happens, say yes.
When it is finished extracting, take out the boot disk and attempt to boot into WinME.
If that does not fix the problem, try system restore. Since this is a dual boot machine...
Boot into NT.
Find the copy of system.ini that is located in your WinME partiton.
Edit it.
Change the line shell=explorer.exe to shell=progman.exe (yes, i spelled that correctly... it is not program... it is progman).
Save the system.ini file to it's current default location of c:\windows.
Reboot. When you get back up, you should get a different interface... not explorer.
In the interface click on file>>run>>msconfig.
Click Launch system restore.
Choose a date before all of this started happening if you can.Let's see where we are from there.
