Go to www.bootdisk.com and downlaod a program called DELPART and put it on a floppy. Run it after you boot up with your WinME boot floppy. Sometimes FDISK has trouble seeing ALL partitions and Delpart can pick up what Fdisk missed. When you run Delpart, there will be a list of all partitions. Choose to delete them all. Then change back to your boot floppy, and run FDISK again to create a new primary DOS partition.
