It is some form of Micro$oft MSN spyware or something to that effect. It is bundled with messenger. It is safe to remove from start up. It will reload itself each time you load/update MSN Messenger though.

You can uncheck it from startup and then rename it to loadqm.old and that will stop it from loading permanently. If you update Messenger you will have to rename it again though.
