limited dvd+rw

My Windows ME will only show my sony dvd+rw drive capacity as 648 mb even though I have a newly formatted disc. Its the same when I try to burn a dvd+r

I think it's because roughly 10% of any cd media is used for ECC, which stands for Error Correcting Code. This means that when you playback a cd there may be tiny "errors" when you burned the cd. So instead of hearing nothing during that part of the playback, the ECC "fills-in" the data so that you don't notice and muscial deviations. Hope that helps!
