Limit bandwidth with shared DSL router

Hello there! I have two PCs connected through a LAN which share a DSL connection. I wonder if there is a program that lets you decide how much bandwidth each PC can have. I'd like to limit the other computer bandwidth to 1/10 of the whole band and let the remaning to the other one. Thanx for your help!
