When did it last work ok? Have you made any changes such as installs, uninstalls, changes to hardware etc? Can you boot from a floppy drive bootdisk? Are all BIOS settings ok? (Can boot from C:)
Initially it sounds like the boot files or boot sector on the hard drive are at fault, assuming that the drive is known to have an operating system and boot files set up on it.
