explorer has caused an error in kernel32.dll keeps popping up when ever i try to do anything... even when i try to shut down it pops up. can anyone help me?

This behavior can occur if your password list (PWL) file is damaged.
To resolve this issue,please follow the steps below:
1.Click Start, point to Find, and then click Files Or Folders.
2. In the Named box, type *.pwl, and then click Find Now.
3. In the list of found files, right-click each file, and then click Delete. Repeat step 3 until all of the .pwl files are deleted.
4. On the File menu, click Close.
5. Restart the computer. The password list files are re-created automatically when you log on to Windows.
6. Download the Mspwlupd.exe file from the following Microsoft Web site, and then double-click the file to run it.http://download.microsoft.com/download/win95/update/95/w95/en-us/mspwlupd.exe

Please help..... when I want to download or upload most of the times I get this message....
"Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item"
I also get from time to time a message "Kernell32.DLL" error.
