Is this corrupt?

How can you tell if an active X control is corrupt? I have one listed in downloaded program files, under tools/internet options/general/settings/view objects. It has a date it was created of 1601, it is just a bunch of numbers, and the code base on it when you click on properties is a download location for net2phone commcenter, which I just downloaded yesterday. It has unknown on the status instead of installed, like all the others listed there. Should I remove it? Would it hurt to remove it? I noticed that today, I keep getting the box that wants to dial out to the internet for no reason. I'll leave the computer idle, and when I come back, there is the internet connection box. Not sure, but I think it may have something to do with this. Any help you can offer would be appreciated. Thanks!

I have some java plug-in in my downlaoded program files that says its damaged.I deleted it and tried to run the program for which it was intended,and the program wouldnt work.Had to DL again,and still said damaged.The program works fine now even with the damaged file.?As for the mystery program dialing up,get Zone Alarm firewall(free)and It will tell you what programs are trying to access the internet.You can create rules to allow the dial-up or to block it.
