Is this a virus?

Hey guys, does anyone know what is ICSMGR.exe which it start up with my Windows Me all the time. What happen is I just turn it off from the MSCONFIG startup and as a result of this it cause the Internet Explorer to stop function. When I am trying to load a web page, it just keeps saying “finding proxy” or something like that. But now, after I selected the ICSMGR.exe to startup with the Windows, my Internet Explorer has become normal again. So, I am just wondering whether anyone knows this ICSMGR.exe is a virus or some kind.

And I am actually using a Cable Internet in Australia, and on the cable modem the “Activity” amber light is just keep blinking. This cable modem is a SURFboard SB3100 from the ISP call Optus in Melbourne Australia. So, is this normal?

Hey Viking, how about the cable modem’s “Activity” amber light? Is it normal if the indication light is keep blinking even after all the internet application had been close and the computer shut down completely?

I honestly can't tell you Blue, as i dont have a cable modem. There are plenty of people around here who will know the answer to that though.

It seems everyone's cable modems are doing this. Some is activity from the cable company, but probably most is automated probing looking for open ports. Makes it extra important to keep the file sharing option on the computer turned off, and use a firewall for protection.

Blinking light is the modem talking to the headend's CMTS(cable modem termination system)
