While in the middle of surfing the web my screen will freeze and shut down. Once I re-start the PC I get the IPHLPAPI.DLL can't start error. There are three of these files in my c:\windows 1. Win\system origin date of 6/2000 (I believe this is the one with the problem) 2. Win\desktop that I downloaded this morning. 3. Programfiles\commonfiles\aol\acs\net\winme. I have no idea where this one came from.
How do I get rid of the unecessary files and keep the good recently downloaded file.

Strange that you would be downloading files from the Internet from unknown sources and versions, when you have a copy of the correct version of the file in the WIN_11.CAB file that you can extract?
I would recommend getting rid of the two files you downloaded by deleting them. Boot into Safe Mode. Then if you really think the one in your C:\Windows\System folder has a problem, then extract a copy using MSCONFIG, Extract option.
It sounds more like you are having a hardware problem with your system (memory?), Ethernet card or Internet connection hardware. I assume you are getting this error on restart because you are not powering down the hardware (to clear any hardware error/hang) before trying to load Windows again. If powering down first gets rid of the startup error message, start looking for your hardware problem(s).

You're right!
I only get the error after aol kicks me off and restarts the pc. When the start up screen comes on it has the error message on it.
