IPHLAPAPI.DLL file not starting

I had problems with my computer crashing. I used a startup disk and ran through all the diagnostics. Then I used a McAfee rescue disk and found I have no virus's or anything. I deleted some junk and I ran defrag. Now my computer runs for about 30-60 minutes (which is a great start) before it shuts down. I did get a message saying that IPHLPAPI.DLL file cannot start could this be the reason it shuts down? OR can anyone out there tell me why it may be shutting down on me?
