What I had to do was go into cmos and change boot sequence to boot from floppy first than cd rom than hdd

heres the kicker

I had to use a windows 98 boot disk to access the format application

the steps i did after boot were this

A:>fdisk /mbr
A:>fdisk
delete partition
establish a new partition
A:>format c:
than eject floppy
reboot and boot from cd rom
there it goes.

Fixed
Hope some of you can use this
