Internet Explorer/Outlook Express

I was on www.zone.msn.com and I got a message "Internet Explorer Error - Please restart your computer" Now I cannot get on to the internet and both Internet Explorer and Outlook Express gives me a message please restart your computer. No viruses were detected, I use Norton 2002. I reinstalled Windows ME but the problem is still there. There are no details given with the problem - just to restart the computer.

Go to add/remove programs in control panel highlight microsoft internet explorer 6 and tools (if you don't have 6 just upgrade to it.) Then click remove the window that comes up will have choices, choose repair. Follow prompts after restart, if you still have the problem go in again and choose to go back to previous version. Then you can reinstall 6

I found a folder with a .dll file, the Folder was named Dot Net - I did not install it and it would not let me delete/uninstall it. I had no choice - I formatted the C: drive.
