Internet Explorer will not launch

I cannot get IE to launch on my son's computer. I have tried to repair it using the repair function in add/remove programs. When started, the hourglass turns, but the program does not open. If I need to do an uninstall/reinstall, that is fine, but I will need instructions. I downloaded the setup files to a cd, but I am afraid to go any further without advice. Thanks.

The setup files should be about 68 MB, otherwise you need to be online to run the install (which is not possible). Did you check in Control Panel Internet Options : Home Page Address ? It should be a valid url. Check out the Connections tab also. Otherwise, just doubleclick ie6setup.exe and away you go.
