Internet Explorer download problem

after i rebuilde my Windows ME with the recovery CD, i couldn't download multiple language support for my IE5.5. for example, i tried to open a website with chinese character, the 'Internet Explorer Install on Demand' window would pop up, trying to install the component needed, but then a warning window poped up, telling me the installation of the component failed. i have no idea what goes wrong. anyone can help me out? many thanks. i already set the security in Internet Options to 'medium-low'. josh
