Internal error on Windows installer

Hi, I am trying to install Roxio easy CD creator 5 on my Win98 PC. When it starts, it goes to check the window install shield. Then an error shows up '1620: Internal error on Windows installer'. How come? Is there a problem with Win98 or problem with Easy CD creator? Thanks!
