Intel DSL modem and Windows ME

I have Qwest dsl. I recently had to switch ISP and now my Intel 3200 DSL modem is not reconized. I ran and uninstall program rebooted my system tried letting the system find the dsl modem again. It starts to try and install the drivers but then says that it can't find the Intel DSL modem. If I try and run setup it says the it can't run setup because the system hasn't been rebooted since the uninstall. I got Qwest to replace the DSL modem but the new one does the same thing. I'm gettin desperate so any help would be appreciated.

1)Turn off the PC 2)Try physically removing it from the PC(if it is internal)or disconnecting it if it is not. 3)Reboot the machine and make sure it (the modem) does not show up anywhere (like in the device manager). If it does remove any instance of it you find. Also remove the software using the add/remove programs area of the control panel. 4)Shut down the PC 5)Reinstall the modem 6)Reboot and see if installs.
