Installing Windows ME over XP

Hello, I am having some trouble installing ME over XP on a machine in the office where i work. I've been trying to reformat and rid of XP completely with a bootdisk i made from bootdisk.com ... however i keep running into an error saying that it "cannot lock the drive - the volume is still in use". I get this error even when running from the floppy disk... i understand what it is telling me when it says it cannot lock the drive, i just cant find a way around it.
my first question is should i be using the ME bootdisk, or XP bootdisks in order to reformat XP. second: the ME installation cd's are supposed to be in today, will i have the option of installing ME right over XP that way? should i just wait?

Question 1: Use eether. Instead get Win98SE bootdisk from www.bootdisk.com. Use it to format to wipe clean the HD.
Question 2. Boot to ME to start the installation.

As has been suggested use the Windows 98SE boot disk from bootdisk.com. Cold boot the PC using this disk in the floppy drive and boot to the a:\prompt. If the Win XP installation was using NTFS you will need to use fdisk the c: drive from the floppy from the a:\prompt to delete the non-DOS partition, recreate the DOS partition and format as FAT32 before you can install Windows ME.
