Incompatible Bootup Password Protection

I recentely installed a program for bootup password protection called "Access Denied" on my PC. The version of the program I used isn't compatible with Windows ME and immediately freezes the computer when the Windows load screen comes up. I have accessed my computer with a boot disk and have deleted the incompatible program, however I still have the same problem and I can't open windows manually from the dos prompt due to an error message reporting a missing "IFSHLP.SYS" file. Does anyone know if reformatting my drive and reinstalling Windows ME might solve the problem? Thanks!!
