Here the problem. My girlfriend kept complaining from day one that her PC running WinME wasn't shutting down all the way. Finally, I decided to have a look. I figured it was probably bad drivers or a hardware issue. But when I went into Add Hardware, it turns out almost all of her hardware had resource problems. I was wondering if a clean install of WinME would do the trick? Or does the solution get better than that?
Thanks for even just reading this post.

Uninstall all extra hardware and then install each, one at a time. I recommend doing the following.
Go to device manager and remove all CD Drives, sound card, modem, NIC card, leaving the Hard drive, video card and other bare necessities. Then shut the computer down. Anything that you removed from manager, physically take out of the computer. Reboot and see if you have any conflicts and what are they? Once you have all of those resolved, install each piece of hardware one by one. Hopefully takes care of it.

I forgot to mention that most the component on her main board, like the CPU and CMOS/real time clock, also have resource problems. I can't remove them and boot up.
