IE6 No Access to Tools:Interne Opti

When I try to access IE6:Tools:Internet Options... I get a popup window titled Restrictions that says, "This operation has been cancelled due to restrictions in effect on this computer. Please contact your systems administrator." I attempted repair of IE6 and then downloaded and reinstalled IE6 to no avail. Just prior to the problem I had reinstalled SpyBot 1.2 because of a problem with a popup window that would not go away and said something in German about spybot.exe. The only way I could remove the german popup box was to click in the X.

I found the answer in other posts after I had already posted this question....sorry....The spybot option under immunize for locking IE control panel was checked.
