IE caused error in shlwapi.dll

I had Win98Me installed. I updated to Win XP/Pro to try it out. I prefer Win98ME. I Acronis-recovered my Win98Me. All was fine, except when I wanted to run my Home Networking (Adapter-Card connection) to my other PC I got: Explore caused error in SHLWAPI.Dll (and my trauma started!)
(I have no "Paprport-Software" installed.)

I then tried to replace shlwapi.dll and followed DOS instructions successfully by renaming and copying a downloaded, new shlwapi.dll to C:\widows\system >>On restarting the PC came the big shock came:
The SHELL32.DLL file is missing to linked export shlwapi.dll: SH Create Stream inFileA

I then tried to re-install Win98ME via DOS and got: SUWIN caused a General Protection Fault in module VERX.DLL at 0002:24AE

Next I luckily Acronis re-recovered my Win98ME and am back at square 1...
Big Question: What am I to do now?
The error message: Explore caused error in SHLWAPI.Dll is still coming up as soon I click the Networking Icon to connect to my other PC.
At least I still can send data from my other PC, which also runs Win98ME.

hello
seems your arconius back up is corupt or missing some files best i can tell.
you might try going to c:/windows/options/cabs/setup.exe dubble click setup and this will reinstall windows ontop of its self.this will replayes any missing or damaged windows files. and leave other data alone. you should shut off all other running things befor doing so.and you may or may not need the serial number.
this is the only think i can see that might help you.
