IE 6.0 Cipher strength = 0

I've just installed IE 6.0.2600.0000 (from Microsoft Updates page)and ended up with "cipher strength = 0" instead of 128-bit. How do I get back to 128-bit so I can do banking, etc.?

I tryed to follow the directions to the cipher strength problem but I cannot find the windir\system folder, I hope you can help me.

Here is how I solved mine.
First I upgraded to IE6 (not required).
Then I copied the file advapi32.dll from a working 128-bit Me computer (must be copied from a Me computer.) Microsoft talks about this on the page mentioned in the article in a previous post above and how to extract a new one if you dont have access to a 2nd ME PC. The file must be at least 4.90.0.3000 (this is why it worked).
I booted to dos with a boot floppy and renamed the old advapi32.dll to advapi32.old.(located in c:\windows\system) Then I copied the new 4.90 one to c:\windows\system (substitute windows for whatever your windows directory is called. Then I rebooted. Done, 128-bit.
