Using Tools/Internet Options - message "This operation has been cancelled due to restrictions on this computer - Contact your sys admin"
Another, related problem ?, is downloading files (PDF's) and the message says "Site is blocked" yet I am able to download the file by right clicking and using DAP. Is there a setup/diagnostics option for IE ? Where can I access to change settings ?
Tried downloading a PDF from web site and the message was "You might not have permission to view this directory or page using the credentials you supplied. - HTTP Error 403 - Forbidden Internet Explorer"

Sounds like someone has limited where the user can go on that computer with a policy editor or filter of some sort. WinME does not have such a thing built into it by default. It could have been done by Windows PolEdit (policy editor), or by one of dozens of other third party programs. The fact that you recieved a 'Web site blocked' message tells me that there probably is some kind of internet filter\logger or similar software running in the background of your computer; which could be at the root of both items you mentioned.
'Fixing it' would take alot of investigative work into details on whats going on.
The 403 error has nothing to do with your computer, that's the internal security for the website you are looking at.
