Identifying running tasks on ME

I am running ME and using Comcast Cable as my ISP. Download time is slower than dial-up. I have confirmed it is not an issue with the cable signal. If I re-install ME the problem goes away for about a month. My primary suspect is that a job is running in the background that continues to consume resources. How do I view jobs running? Task Manager on ME does not give me this option.

Do you have a home network connected to this computer? If so unplug your Lan / USB cable going from the modem to router and connect the modem directly to the appropriate Lan or Usb port on your computer and try downloading again. If it now downloads properly do a full reset on your router.
