Icons won't open

My sister has windows me, and not knowing anything about it, I am going to try. Use 98se myself. Click on IE 6 or Netscape icon on desktop nothing will open. It will go through its thing for few seconds then nothing. Goes to My Computer to open any web pages using favorites or typing in address. Any ideals out there? Also what is the restore cd? Thank you all for any help.

Maybe do the IE6 fix ? On 98 it is msinfo32 (system information) and on the tools menu ... IE repair, assume it is the same on ME. The restore CD is manufacturer CD to put machine back to factory settings ... distroys everything.
