icon problem

on my desktop and in my folders all of my icons have changed(looks like a paper with corner folded and internet icon in middle) internet icons..folder icons are the same .when i click on the icon the open with box comes up and when i choose internet nothing happens.i try to change the icon but the open with folder still pops up.cant open anything ..please help ...thanks blackbyrd

You simply had to start with a boot disk and delete ShellIconCache. ShellIconCache is recreated on reboot.

Why use SAFE mode when you don't have to? I find it a PITA, and it rearranges my desktop icons.
