I have a friend that brought her computer over to see if I could help her fix it. She won't buy a new one so I looked at what I could do and have a few questions maybe someone could answer.

I have no experience with Dell or Win ME and use A XP Pro myself. I looked at updating it to XP but since she has only 64 Ram and a 10 Gig Hardrive I think it is not enough to support XP....am I right? It is a 550 or 600 mhz also.

I put in a 256 Memory bar and it helped speed the computer up. I cleaned all the Avi, Bmp and multiple copies of personal photos, wav and mp3 files off the harddrive. I first installed a CD burner so as not to lose her personal stuff. My main question is this. I want to format the hardrive and don't know if the Dell Disk is just a recovery CD or if it is a full installation that can be used to give her computer a brand new start. The disk says on it OPERATING SYSTEM and below it says For The Reinstallation of Windows ME. Can I trust this to be everything or is it a recovery disk. I am going to hook her computer up after I make a start up floppy boot disk and then try to fdisk. Her Dell is a L800R model and it is a FAT32 and I want to only have the single partition.

Thanks for any help you may have.

Personally would install Windows 2000, a far better O/S. AFAIK the DELL CD is a Recovery CD not a Full OEM CD!

What exactly was the problem that she felt it needed to be fixed?

The CD is probably a Restoration CD, which means the drive will be reset to Factory settings. If you want to install any other OS, then of course you'll have to purchase the software/license.
