You might have to install it from the windows setup tab in add and remove programs.
If it is installed you should find it in Start/programs/accesories/system tools

here is another way...
hold down the alt key and type 0190 to get
� ( reads 3/4 )etc different numbers give different symbols etc....

I'm told not all keyboards/systems have it enabled. I don't know where the 'key' for them is so it's a case of trial and error.
