I can't create a startup disk!

I need a startup disk to solve a problem I've been having. I tried to create one, but I'm apparently missing a whole lot of .sys files that I need: aspi2dos.sys, aspi4dos.sys, aspi8dos.sys, etc. There are a lot more. It gives me the option of extracting them from CAB files, but I lost all of my CAB files recently.
How can I do this? Is there some other way to either create a startup disk, regain those missing files, or start in DOS mode without a disk?
