How To Stop System Restore

CPU/Ram: 1333mhz 512 DDR RAM

i have had to reformat my pc to free up 9 gigs of space.
after i reformatted i have deleted some programs and system restore is taking up 2 gigs. i have cant adjust the slider on the amount of space allocated for system restore,it wont allow me to. and when i click to "disable" system restore, it rechecks it self. can i just delete the folder using iDISK or windows explorer?
