with a windows me startup disk.
format C:
is the command to format the primary partition (C: where windows is located)

Just in case you meant....

To format a floppy, open My Computer, right click on the floppy icon,choose format..

To get to a DOS box, Start/Run, type command,OK

To tab between full screen and default size window Alt-Enter
