high speed problem

P4 1.7 running winME.I just installed my HSE on Sunday, and am now having troubles I am attributing to D-Link network card. My PC will not shut down, and I am getting weird error msgs. I removed the Network card, and my machine runs like the weapon it should be running like..... I leave the card out and shut down, reboot over and over again, and no problems. I put the card back in, and 'lo and behold, problems again....not to mention the crappy speed...like a roller coaster..i know these things happens but i made a little survey on my isp users and i'm almost the only one with this low speed(from 18kbps to 230kbps)when it supposed to be at least 600-700kbps download...what next? Thanks.
