high processor usage during idle

I've been having slow mouse problems. I think it is just a symptom of a larger problem. Usually for a short period after startup, everything is working fine. After the computer sits idle for a while, the processor usage skyrockets. I've tested for viruses and other stuff and found nothing. The hard disks seem to either be constantly spinning or spinning irregularly during these times. As soon as I control-alt-del, the mouse function returns to normal; but when I "cancel" the problem returns.
Could be lots of things really - narrow it down...
Download a program called WINTOP, install it and you'll be able to see just what is using what memory and where. There are plenty of other programs which do more but this one is free and easy to use, yet detailed enough to be very useful.
