After I leave my PC on for a while (> 15-20 minutes) the PC runs slower and slower. I found and used the WINTOP tools and discovered that a process called STMGR.exe in the \Windows\System\Restore directory is using 98+% of the CPU time. I also am not able to create a checkpoint to restore the system to if I need to. It just says it can't do it and to restart my computer. I have to believe these two events are related, but I can't figure how.

That problem indicates that the log files for System Restore are corrupted, and STMGR is getting confused trying to manage the System Restore files. You have to do two things to fix this problem.
First, update your system at the Windows Update site if you have not done so already. There was a fix over a year ago for System Restore problems that you must have in order for System Restore to work correctly.
Second, use a Windows ME boot diskette to boot your system. (Make with Add/Remove Programs, Startup Disk tab, in Control Panel.) After booting your system directly into DOS with a Startup diskette, enter the following command at the A:\ prompt:
DELTREE C:\_RESTORE
This will delete all of the System Restore files and its log files. Windows ME will rebuild when you boot the system. Run DEFRAG as soon as you can. This should fix the problem.
