Help me obi 1.No programs will open

Help Please, No programs will run .every time i get the message [This program requires more conventional memory unload drivers or memory resident programs that use conventional memory or increas the value for mimimum conventional memory in the programs memory properties sheet]none of these programs have a tab to adjust these values. I have 15 Gb free hard drive space and also cant open programs in control panel or restore to try that out. Help me obi 1
