freezing, and general chaos

My friend left for break, and when she came back her computer was giving her hell. It freezes all the time, she can still connect to the internet, but cannot recieve mail or access instant messenger. Is it time to reinstall the OS? Or is there some other way we can fix this problem? Any input would be a big help. Thanks!
