I reformatted my hard drive and reinstalled Windows ME. I then installed the driver for my NetGear NIC and connected to the internet to download the Microsoft Critical Fixes. When prompted to Restart, the computer goes through the initial motions, but then gives me a greenish/gray screen and freezes. I have to power down and reboot usually to a Scan Disk test. Anyone know the cause of the Restart freeze?

Not normal.
But, you did not say anything about either doing the Network configuration changes to close open ports or about installing a firewall, BEFORE connecting to the Internet.
For a system without a firewall of some kind, or all of the Security fixes installed, it only takes 20 seconds for Bots and/or Worms to find it and infect such a system as soon as it is connected to the Internet.
I would start over with a Format and install again, but this time, have some sort of firewall (I like routers), or at least make sure File Sharing is disabled, before plugging in the wires to connect to the Internet.
