Not necessarily, you would get a different error message - a memory related one.

Because that's how you upgrade things cleanly (using the adobe uninstaller in this case - and from safe mode usually)

They have older versions of flash player available for testing and development purposes, you would install one of those - which is why I asked what version it lists in add and remove programs.

But to be honest all that's academic if the flash player installer won't install. So you'll have to stay where you are by the looks of it.
