flashing hourglass

This problem just started yesterday. I'll be on the internet for a couple of minutes, and then the hourglass next to the pointer starts flashing. Mouse and keyboard actions are very, very slow. I checked system resources, they are at 80%. Could it be a worm/virus or something? I use Norton Antivirus 2002. Thanks,

Update: Scanned with Housecall Antivirus, and NAV 2002, found nothing. I pressed Ctrl/Alt/Del, when mouse movement was real bad, saw a program , clicked it, program not responding, clicked end task, mouse cursor and keyboard work fine. What is this program? Will I have to reload Windows?
