CPU/Ram: P4 1.7/512 Mb

This problem just started yesterday. I'll be on the internet for a couple of minutes, and then the hourglass next to the pointer starts flashing.
Mouse and keyboard actions are very, very slow.
I checked system resources, they are at 80%.
Could it be a worm/virus or something?
I use Norton Antivirus 2002.

Update:
Scanned with Housecall Antivirus, and NAV 2002, found nothing.
I pressed Ctrl/Alt/Del, when mouse movement was real bad, saw a program , clicked it, program not responding, clicked end task, mouse cursor and keyboard work fine.
What is this program?
Will I have to reload Windows?

try good old system restore. to point befor this happened.
what soft ware have you added recently or up dates?
have you cleaned out spy ware recently? try dumping temp files and internet cache.
run delindex.bat .try scan disk through from safe mode,than defrag in safe mode allso.

The only thing I've added was delindex.bat.
Software hasn't changed in about 2 months.
