how do i set the (windows ME) firewall so that it will allow a programme (eMule V0.30d)to access the net. i CANNOT find where this is done...

what firewall are u using?

i use sygate and basically when something is trying to connect online then sygate will notify u and ask u if its alright to let it communicate... then u just tick yes
OR there is a list u can tell sygate to let programs to comm.

Windows ME has no built in firewall, what firewall are you using?

Just about any software firewall available free has a "wizard" (prompts) that guides you through allowed connections and such.

I use Kerio 2.1.5, but it might be hard to find these days, they've got version 4.x out and it's too buggy and seemingly bloated like some other products I'll forego mentioning.

I just don't allow incoming connections and allow only apps that I recognize and want to access the internet an outgoing connection; IE (which is seldom used on my system) needs two outgoing connections, one TCP and one UDP (the UDP I think is for the cache).
