What kind of sound card do you have? That appears to be a file associated with an Aureal Semiconductor chipset. Aureal makes soundcard chipsets for many models... including Diamond and Turtle Beach.
My suggestion at this point would be to figure out which sound card you have, go to the manufacturer's website, and download/install the latest ME drivers for it.
